Are you saying that in order to get this simple feature people must have
apache installed ?

Imagine an environment where people check out a working copy only once and
keep this working copy "forever", making local changes in the working copy,
updating it regularly, and committing changes occasionally.
In such an environment, monitoring checkouts would not be particularly
useful.
  
Depends on if he wants to know how many people are interested in his
project. I think getting notified of who checks out might be a useful
point-of-interest statistic. On the other hand, for this sort of
information, a script run over the Apache log would probably suffice.
