the links.html page can be found in the subversion source repository here:
http://svn.collab.net/repos/svn/trunk/www
Create a patch for that file with the description of your hosting service
and send it to the dev list: dev@subversion.tigris.org . If the patch
is accepted it will be commited and the website is automatically(?) updated.
