Windows XP Post Commit

Hi,

I suspect this might be a very FAQ, however i have been searching and
testing for hours and cannot get it working, and am going insane! I have
a windows XP installation Apache 2, and subversion. I have a repository
in c:\svn\ea, and i have put a post-commit.bat file in c:\svn\ea\hooks

no matter wat I put in post-commit.bat it never runs:
  echo "apple" > fish.txt
does not even work. I have trieid putting the full path to the command
to execute, and setting the path enironment, it still seems to never run.

Is there something more I need to know?

NB: There is no post-commit.exe file in the directory, there are no
priviate directories. Apache and subversion are in standandard
locations. I am using the latest subversion MSI available (1.3.0)
