Otherwise user had to do atlest 3 operations
1. Get respective (HEAD, BASE...) revision using 'svn info' command
2. calculate the target revision
3. call svn command with this target revision

I think it a very handy feature, user need not worry about using
multiple svn commands and calculation headaches.
