I agree; if the commit at revision 124 had consisted of only the
addition of this new file, a diff from 123:124 (without specifying the
file name) would produce a diff showing the file being added, but
specifying the file name (which realistically means exactly the same
thing) will not.

Maybe it would make more sense if the diff was produced based on the
requested file name being present in _either_ the beginning or ending
revision?
