Administratin SVN without shell

Hello,

I want to use svn in our company. Therefore i asked my admin to set up a
server up a linux server for me. He said that setting up a server and
installing software would be no problem, but he could not provide me a
shell account.
So my question is, are there any tools to administrate svn remotely? I
mean something like setting up new user accounts, creating new
repositories, etc...
