Just the software that you are using as a client - actual repositories are on a server? -
   
  I don't think you even need to uninstall. You can just install over it - Subversion does have an uninstall in it's Windows Menu. I haven't tried it.
   
  If you are speaking of the repository server - definitely read the release notes. They tell you what is necessary, if anything.
   
  If you are speaking of tortoise - I have already just installed 1.2 on top of 1.1 so I am sure you can just reinstall.

You're talking about TortoiseSVN, right?

Did you try the standard Windows uninstall process?

If that didn't work, you might report it to the TortoiseSVN list.
