URL vs. path inconsistencies

It's very convenient that Subversion lets you do a number of
operations directly to the repository, by specifying URLs instead of
working directory paths.

But this doesn't work for the property commands (with versioned
properties, that is). Right now I'd like to do a propset (on a tag,
i.e., a directory). I can't do that without a WD, and creating a
working directory is a nuisance because that will drag in a bunch of
stuff. (There isn't a "checkout just the directory but not its
contents" switch...)

Is there some reason why this shouldn't be allowed that I'm missing?
Or could it be added at some point?
