I'm not sure what's causing your performance problem. I just did some
simple tests here (svnserve built from the 1.2.x branch of the repos,
svn built from 1.2.x and 1.3.x), and I can't see a perceivable
difference between the two. What kind of dataset are you working
with? My tests were done with a working copy that was about 47 megs.

One thing to note is that the underlying delta algorithm changes (see
the stuff about xdelta in the release notes) require a dump/load to
get the full benefit. So you might see some speed increase by doing
that, but even without it you shouldn't be seeing that kind of speed
decrease...
