See the "global-ignores" variable listed at:

I'm hoping that "global-ignores" works on a per-server basis, and that
"svn:ingore" can work on a per-repo basis:

http://svnbook.red-bean.com/en/1.1/ch07s02.html#svn-ch-7-sect-2.3.3

Well, if it isn't, I'm in a world of hurt for per-repo property management.

I'm having a hard time believing that this stuff isn't more prevalent on
the mind of more-experienced svn developers and admins. I'm left a little
perplexed.
