The users will not have to get a fresh tree after the upgrade. But when
upgrading, make sure you upgrade your repositories first. It is described
in the SVN readme for Windows. So, grab SVN 1.2.3, but do not install it
just yet.

Then follow these instructions:

After that you can install the new Subversion. Also, if you're using
Apache, note that the module files are in different directory now, so make
sure httpd.conf points to the new modules before you start it.

Other than that, I think you should be fine...
