Rebuild Shell Icon Cache Tool

Hi,

I originally posted this to the TortoiseSVN dev mailing list, but there
may be some interested Windows Subversion + TortoiseSVN users who only
subscribe to this mailing list.

Some users, myself included, are experiencing daily corruption of their
Shell Icon Cache. This makes working with TortoiseSVN a lot harder,
since it makes heavy use of overlay icons in Windows. To correct this
problem you have to manually delete the cache file and reboot, or use
Microsoft's TweakUI software. To make this all a little less awkward I
created a small piece of software that can rebuild the Shell Icon Cache.
