Hmmm, does this mean that there is no need anymore for the SVNCOPY.PL
perl script?

No, it's just that Subversion changed the behaviour of externals.
Before, even if the URL of the external changed, Subversion 'switched'
the wc to the new URL. But that caused problems, so they changed it so
that if the URL changes, a complete new checkout is done.
