config file problem

Hi all,

I am very new to tortoisesvn and subversion and every
time I
try to use a svnserve.conf and password file I get the
following error:
svn\repository\conf\svnserve.conf:1: Section header
expected

Below is what my svnserve.conf looks like:
[general]
anon-access = none
auth-access = write
password-db = users.txt

users.txt looks like

[users]
john = 123test

When subversion installs the config file properties
are
commentated out and just uncomment them causes this error.
