Well, sorry to ask this again, because it has already been asked I am
sure, but the search of the mailing list archives is so bad I could
not find anything on the subject.

My problem is simply that I downloaded the latest Windows binaries,
without the installer, and that I get strange characters in my cmd
console when I use svnadmin.exe and svn.exe.

For example:
Subversion est un outil pour g?\195?\169rer des versions.

Please note that I am under Windows XP French SP1.

Is there any way to:

- stop this behavior
- have the svn binaries work in english instead of french (there must
be some kind of configuration or registry hack of some kind?)
