Elegant way to move directory properties?

Sorry,

while editing the prior message I came to the send button... the real text is:

If I have defined some directory properties in the top directory of the
repository, what would be the best procedure to copy or move them to
another directory? Like when I decide to move all the top level files to
a subdirectory - do I habe to set all the svn:ignore stuff etc. by hand?

Another thing: I have the impression that a directory invoked by
svn:externals is not deleted on an update, after removing the
svn:externals-definition. Is this correct?
