Apparently, the virus scanner was refusing to turn off without a
reboot of the computer (I blame sunspots). Fortunately, it was on a
server used for internal development only, so I just sent out a memo
that I was shutting it down and the problem is solved.

Thanks for the patience, Norbert. I feel an RTFM may be in order for
me (just a little embarassed by that one).

The database restore scripts are grinding away at it right now and a
sample run I made last night worked fine. If anyone is using svn on
windows and would like an "svn dump" based backup/restore script,
let me know.
