Not sure what you are exactly asking here.

One of the modes of operation of svn (a pretty common one I may
add) is accessing the repository through the apache web server
which, well, is a web server.

So you certainly can keep your repository in one office and
access it over the net from the second provided you can get
through firewalls etc.
