Revision File Format

Is there an existing utility to verify and possibly repair a revision file?

I indicated that my repository might be corrupt due to a disk failure.
However, I have restored a very early copy of my repository from backup.
This copy was made long before the disk problems began. Even this early
copy exhibits the following:

svnadmin verify C:\svn\repos
* Verified revision 0.
* Verified revision 1.
* Verified revision 2.
svn: Revision file lacks trailing newline

I can see that C:\svn\repos\db\revs\3 does not end with a newline, but
I can't determine if that is all that is missing. Since I'm not a svn
developer I'm not familiar with the project header files. I bet there's
one that describes the rev file format.
