File permissions on .subversion folder

Although I've been a long time Subversion on Windows user, I've
recently started using Subversion on UNIX for the first time.

I've just noticed that the $HOME/.subversion folder and it's contents
are set to world read - in particular, $HOME/.subversion/auth/. Now,
this matches my umask, but I would think given the contents of the
auth folder Subversion should over-ride the umask and set it to user
r/w only.

Any thoughts - should I file an issue?
