Enhancement request: Allow switching to a new file / checkout of a single file

The issue whether and how it is possible to switch to a file not
existing in the working copy and whether a single file could be checked
out as workaround has lately been discussed several times in this
mailing list.
 
As it has been pointed out by Ben Collins-Sussman in
http://svn.haxx.se/users/archive-2005-05/0365.shtml, it would not be so
difficult to implement this feature. He said again, that nobody has
asked for this feature before, but when I look into the mailing list, it
seems to me that questions regarding this issue come up from time to
time - and I have the same problem now as well. I think it's unfortunate
if user must help themself with nasty workarounds if this issue could
relatively easy be fixed.
 
I therefore propose to extend the implementation of the svn switch
command in such a way that you can switch to a file which does not exist
in your current working copy.
