What the hell is a peg revision?

Dear List,

I am going crazy trying to figure out what a peg revision is.

I'm playing around with the APIs, and I've noticed the new functions
ending in "2", most of which feature something called "peg revisions".

Neither a Google search nor a profound examination of the subversion
book at svnbook.red-bean.com turned up any useful explanation. If
anyone could point me in thee direction of a useful explanation of the
concept I would be most grateful.
