I'm aware, but... don't you think is a (unecessary) complex solution
to a simple problem? Why create tags as filenames in the repository
tree when what people needs is _just_ mnemonic names for revisions?

I think that the possibility that you can commit to a tag shows
the inherent flaw in the way that subversion look at tags. Yes, of
course it can be avoided with pre-commit hooks, but that it's only
a patch to a previous problem, it's not solving the problem itself...
