'hotcopy' doesn't seem to work with FSFS. Here is the error I get:

E:\>\svn-win32-1.2.0-rc2\bin\svnadmin hotcopy /SVN/CAT-251-9430 /foo
svnadmin: Can't copy '\SVN\CAT-251-9430\db\format' to '\foo\db\format.tmp':
The
system cannot find the file specified.

Or is this just broken on win32?
