There is no such product as SVN/Tortoise, but you've posted to the
Subversion users list so I figure you must be asking about Subversion.
If you actually mean TortoiseSVN, then please use the TortoiseSVN
users' list, as it is a separate project.

Subversion absolutely supports storing binary files in the repository.

If you can't even add a file, there must be something particular about
your setup that is amiss.

If you have been playing with hook scripts, that could be one source
of confusion.

Configuring client-side auto-properties (including mime-type, keywords,
and perhaps EOL style) could also have an effect.

Perhaps if you posted the exact error messages you are seeing, it
would give the list a better idea of what's going wrong, and how to
fix it.

Also, this is most definitely not a development issue and I'm sure
that the svn developers would appreciate the "dev@" list kept clean.
