your point about needing the same version was in line with what i had
thought as well. the fact is, i can do a 'svndump' with no problem. so, i
was wondering why the issue with ViewCVS...

Try svn help, svnadmin help :)

Not sure what that means since it looks like another version is being
picked up.

Well, you need the same version of BDB, used to create and access the
repository, for svnadmin dump. After that, assuming you're going to
fsfs, BDB is no longer needed by svn.
