Error parsing svn:externals property

hi i'm new member to this group and this is my first
mail......

i've two repository say A and B.. i want to assign
svn:external property for "A/trunk/WebBrowser" to
"B/trunk/WebCommon"
i'll create a working copy of "A/trunk/WebBrowser" to
say "/local /WebBrowser"

now i suppose to set the external property to working
copy rite? i tried executing the following line

]# svn propset svn:externals
file:///B/trunk/WebBrowser /local /WebBrowser
svn: Error parsing svn:externals property on '/local
/WebBrowser': '/B/trunk/WebBrowser'

i'm getting the above error.. can anyone help me in
this? i think to many of you it may look easy qn..
because i'm new to subversion i couldn't understand
it.. please help me
