Svn Commit Errors

My company is new to using Subversion. We are hosting Subversion on a
Windows server running Apache. We are getting errors on the initial
commit of a file, like the following:

$ svn commit Logging.tcl -m "Initial Revision"
Adding Logging.tcl
Transmitting file data .svn: Commit failed (details follow):
svn: At least one property change failed; repository is unchanged $ ll
total 216

This seems to occur randomly for some files, but works for 90% of the
others. On a few cases, we have reverted and re-added the file to get a
successful commit.

Any ideas on how to fix this?
