What about integration of TortoiseSVN command line with Delphi?

You could use a lot of the functionality that already exists:
commit dialog, repo-browser, repo-mods, show logs, diffs, etc.

Even the icon overlays can be used if your project is open source
and you give credit. Subclipse did just that and it looks good.
