SCM Comparisons

I was browsing the SCM comparison at
http://better-scm.berlios.de/comparison/comparison.html, and I came across
an entry that confused me.

Under the heading of "File and Directories Copies", the question is asked
"Does the version control system supports copying files or directories to a
different location at the repository level, while retaining the history?"
The answer in the Subversion entry is "No. Copies are not supported."

Huh? Is the copied file in Subversion a completely separate entity,
unconnected to the original. That seems to be a direct contradiction of
what's in
http://svnbook.red-bean.com/en/1.1/svn-book.html#svn-ch-4-sect-2.1.

Am I missing something?
