We haven't *completely* ignored this need. We have an option to make
working copies reflect the "last modified time" of the file in the
repository, which is essentially the same concept. The only missing
link here is existing mtimes are lost when files are initially imported
in the repository... but after that initial loss of information, people
are able to use mtimes as "revision numbers" as you describe.
