buggy install procedure

Hello,

just grabbed the source tar.bz2, ran (as myself, non-root user) autogen,
configure --prefix=/localhome/mydir, make, make install

Unfortunately, make install tries to install the modules by default, so
make install dies with

cp .libs/mod_dav_svn.soT /usr/lib/httpd/modules/mod_dav_svn.so
cp: cannot create regular file `/usr/lib/httpd/modules/mod_dav_svn.so':
Permission denied
apxs:Error: Command failed with rc=65536
.
make: *** [install-mods-shared] Error 1

... which is understandable since I am non-root.

It happens towards the end of the install, and the command line tools
(which is what I wanted) seem to be working; still it's kind of annoying
behaviour. I would have expected the --prefix option to be honoured also
by install-mods-shared.
