Well, something similar happends when you use RapidSVN and eSvn. This
applications can be described as filemanagers with Subversion
functionality. Both this programs are excellent and work on both Windows
and Linux (and other Unix flavors)

A "real" TortoiseSVN functionality where Subversion is intergrated in KDE
or Gnome's filemanagers is very possible, at least in near future. KDE
has had a working ioslave for a longer time now and this ioslave is
standard from the upcoming KDE 3.4 which is estimated to come in March
this year.

This ioslave will make it quite easy for developers to make applications
that interacts with both Subversion and KDE. Kdevelop is on app with
Subversion support thru this system.
