svn: Malformed change skeleton

We upgraded our svn server from 1.0 to 1.1.3. It is
running on a windows server box.

if I do

 svn log --verbose lib

I get the expected output plus the following error
message

"svn: Malformed change skeleton"

This is causing problems with damagecontrol (a build
system application) since the above process exits
abnormally.

What can I do to solve this problem?
