Merging problem (ASCII)

I've had a look around and can't find an answer to my problem, so before
I rush off home, thought I'd ask the brains on here.

I'm performing a little experiment, so that I can produce a simple user
document for my developers, and am looking at how to roll back a change.

The command I'm trying to use is
        svn merge -r166:165 svn://ukser/repo/proj/trunk/file.txt

However, I keep receiving the error message
        svn: Non-ASCII character (code 150) detected, and unable to
convert to/from UTF-8

What's a bit weird, is that the equivalent operation in SVNTortoise
works fine. Any ideas?

Config
        - SVN 1.1.2
        - svnserve on Win2K server SP 4
        - client on WinXP SP 2
