Slow checkouts to SMB share with Windows client

I've got a performance problem which occurs only when Windows clients
check out to volumes mounted from a Windows server. My repository is on
a FreeBSD machine running Apache 2.0.49 and svn 1.1.2. The Windows
clients run svn 1.1.3. The problem occurs whether I check out using the
command-line client or TortoiseSVN.

Checking out to a local disk on Windows is agreeably fast, as is
checking out to a Windows-hosted SMB share on OS X. The following times
are to check out a 1911k tree containing 65 files.

Client WC location Time

OS X Windows-hosted SMB share 7.5 seconds
Windows Local disk 6-7 seconds
Windows Windows-hosted SMB share ~90 seconds

I've tried two different Windows workstations and two different Windows
servers, and the results are the same. What could be causing this? More
importantly, what can I do to fix it?
