Have you read this FAQ? It gives hints as to why a repos might get
wedged.

If you really have no idea what's causing the problem, I would try
turning off WebSVN for a couple of weeks. See if there's any
difference. It falls under the category of "most likely to crash and
leave the db stuck".

Ultimately, if that doesn't fix the problem, you can always convert to
FSFS.
