svn-win32-1.1.2.zip needs APR_ICONV_PATH

Dear SVN developer,

I am using the SVN command line client as distributed through

~ http://subversion.tigris.org/files/documents/15/19667/svn-win32-1.1.2.zip

This command line client needs an environment variable APR_ICONV_PATH
pointing to the ...\svn-win32-1.1.2\iconv directory. Without this
variable, I get the usual error

| was followed by non-ASCII byte 252.

| Non-ASCII character detected (see above),
| and unable to convert to/from UTF-8

In my case, "svn propset" a single file that had a "ü" in the file name caused this.

To enhance the experience of other users, could you please include
the information about the required environment variable where it is likely to be
found?

In my opinion, one obvious place would be the file README.txt, an even better
place would be

~ http://svn.collab.net/repos/svn/trunk/INSTALL

(of course, section "Installing from a Zip or Installer File under Windows").

In an attempt to do what I can do, I'm CC:-ing this to the mailing list, even
though I have not subscribed to it.
