So what it comes down to is that your os does it the right way so anything
else that does it differently (ie wrong) can go jump?

Put simply, svn claims to be cross platform (yes that includes win32/64). At
the VERY LEAST an enhancement request outlining this issue should be set
against the client tools - which contain lots of platform specific logic
anyway.
