How setup svn to simultaneously use webdav (www-data user) and a local non root user

We have a server (debian woody) with svn installed and apache2 with the
webdav module.
It work fine as soon I just work with it.
Any local user on the server that are not root cannot administrate the svn
server.

Is there a possibility to run the webdav server on a different user then the
Standard www-data user?
Each time a new file is created the owner:group are www-data:www-data.
But I have no right to use then. The ue of the sticky bit change nothing.
Will it be possible to have me:www-data or www-data:mygroup ?
