$Date$ substitution may contain non-ascii character.

I'm using subversion-1.1.1 under Japanese version of WinXP.

I think subversion-1.1.1 for Win32 uses 'strftime' for generating human friendary date.
But 'strftime' obeys current locale, and finally $Date$ contains KANJI Weekday name (on my
machine).

Regards.
