LC_MESSAGES works for me on XP.

I'm using the official Win32 client (not the Cygwin client). With
neither LANG nor LC_MESSAGES set, svn --version displays German text.
If I set LC_MESSAGES to Posix, I get English text.

This works for both Cygwin and the Windows shell.
