I recently came across a project called SVN Replicate that seems to do
this:

I haven't tried it yet, so I can't offer any opinion. I would be
interested in hearing whether anyone else has had any success with it.

Hi all,

I need to keep 2 repositories in sync. One is on the main server however
i would like to keep a backup server i have up to date so that if one
goes down i can simply re-rout to the other server.

Both machines are running Fedora Core 2. The svn version is 1.1.0-5. The
machines are on the same local, each is running a firewall.

I think i need a post-commit hook in each to synchronise with the other
but how?
