No with sygwin you only need to download the binarie and normally it
works :)

I must admit I'm out of my depth with cygwin. I used to use cygwin a
while ago, for a different purpose, not for SVN.

It still sounds very much like a problem with your locale settings, as
John Szakmeister indicated in his initial reply.

Did you build the SVN server under cygwin? If yes, did you link
apr-util against libiconv?
