If Tortoise can access the repository then I don't think that there is
anything wrong with your Apache config. I'm especially confident that this
is a not a host-header-discrimination problem that might cause trouble
trying to access a virtual server using an IP address.

actually....

the httpd.conf doesn't have any configuration for the '/svn' other than the
'location' for the svn repository. there is no setup for an
alias/virtualhost. i thought the 'location' bloack took care of this.. was i
wrong???
