svn blame 'Missing changed-path' problem when using a repository with a file url (win XP)

I am currently investigating subversion for use inside our organization.

While testing I had the following setup:

Windows XP

svn --version
svn, version 1.0.6 (r10360)
   compiled Jul 24 2004, 00:01:41

The repository was created on the desktop in a Repos directory.

I accessed it with svn co
file:///c:/Documents%20and%20Settings/joureza/Desktop/Repos/

After some test with branching (following the svn book) I tried svn
blame on a file and got :

svn blame p1.py
svn: Missing changed-path information for revision 13 of
'epos/trunk/p1.py'

I also have the same message with tortoisesvn (1.0.8)

I tried the same when using svnserve on the repository. I did not have
the problem while svnserve -d -r . in the Repos directory.

I enclose a dump of the repository and a zip file with two folders
testsvn and testsvn2. The 'buggy' behaviour is experienced on the
testsvn folder. The testsvn2 is the folder in which I checked out the
repository from a svn:// uri.

Try svn blame p1.py in the testsvn/whole/trunk/ directory to reproduce.

I assume this might be a "bug" somewhere when using the file:// uri to
access the repository (maybe because of the whitespace in the uri).

Should I send this to dev@subversion.tigris.org ?
