Inconsistant handling of file:/// in 1.1.0 rc2??

Hi All,

I've stumbled across some inconsistency between handling of file:///
locations between 1.1.0 rc2 and 1.0.6. The platform is W2K.

A command of this form:

svn list -r 25 "file:///c%3A/subversion/repos/test"

works OK with 1.0.6 but with 1.1.0 rc2 I get the following messages

svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'file:///c%3A/subversion/repos/3dEarth'
svn: Can't open file '/c:/subversion/repos/3dEarth/format': The
filename, directory name, or volume label syntax is incorrect.

My question is - which version is handling this correctly?

It would be nice to say 'just don't do that' but this is what WebSVN
is generating under W2K.
