We have met a similar situation before and the solution is to define the
java.library.path system property to point it to the directory where
libsvnjavahl.so resides (we are on Linux and Tomcat 4.1.30). We do this
by defining JAVA_OPTS=-Djava.library.path=<dir> before running tomcat.
