Not necessarily. If you build with --enable-dso (so that the RA and
FS modules are loaded dynamically at runtime) and put the RA and FS
modules in separate packages, the main package need not depend on
anything beyond apr and apr-util.

It doesn't look like David is currently doing things this way, though.
