putty comes with one more program called plink. If you change your
configuration (see http://svnbook.red-bean.com/svnbook/ch07.html#svn-ch-7-sect-1.2)
to add into key 'tunnels' a value called 'ssh', and the actual value
'plink', it should work for you.
